Enlisted in the United States Marine Corps after high school. Later moving to Rockford, IL. Son of George and Ruthann (Orr) Dean. United in marriage to Karen Kluge on September 7, 1991, at Lutheran Church of the Good Shepherd Rockford, IL. Howard retired from Loves Park Police Department November 2012. Howard was an instructor for Illinois Concealed Carry Training, Utah Concealed Carry Training, USCCA Concealed Carry Training, and NRA BasicPistol Training. NRA Benefactor Member, Member of Venetian Club Rockford, IL, Member of Giuseppe Verdi Club Rockford, IL.
